Question about Fiio E5 Headphone amp?

It's a headphone amp and as such should not enhance any specific frequencies. It should amplify all frequencies equally. If there's a problem with the bass you're getting from your turntable, then it might be the turntable (or cartridge, or turntable support) that needs fixing.
